The New Payments Platform is Australia’s real-time payment rail, live since 2018 and reaching effectively every Australian account. PayTo is the overlay built on it that replaces the direct debit — a payment agreement the customer authorises and can see, pause and revoke inside their own banking app.
- ISO 20022 natively - Messages carry structured remittance data rather than a truncated reference field, which is the difference that makes reconciliation automatable.
- PayID addressing - Pay to a phone number or email rather than a BSB and account number.
- Mandated agreements, digitally - PayTo agreements are established, amended and cancelled through the rail, with the payer’s bank as the control point.
- Scheme rules, not regulation - Participation and conformance run through NPP Australia’s rules, which is a private ordering mechanism rather than a statutory one.
NPP and PayTo are the most-referenced payment infrastructure in The State of Australian Payments APIs, and they matter to this research for a reason beyond Australia. Payments is the one market in this catalog where no regulation compels an API and no single API standard exists, and it still produces the best developer experience measured. NPP is a large part of why: a scheme with real rules, real conformance and commercial consequences for participants produced coordinated capability without a statute. It is the clearest evidence in this research that private ordering can do what a mandate does, when the scheme has enough of the market to make participation non-optional.
