UPRN

The Unique Property Reference Number is the United Kingdom’s persistent identifier for every addressable location — building, plot, parcel or subdivision. Issued by local authorities, curated by GeoPlace and published by Ordnance Survey, it is a stable numeric key that survives address changes, redevelopment and renaming. It underpins UK addressing, planning, conveyancing and property data, and is available under the Open Government Licence.

The UPRN is the United Kingdom’s answer to a problem every property market has and few solve: a single, persistent, public key for a place. Local authorities issue them, GeoPlace curates the national gazetteer, and Ordnance Survey publishes the open dataset. A UPRN identifies an addressable location and stays constant through renaming, subdivision and redevelopment, which is exactly what an address string cannot do.

  • Persistent, not descriptive - The identifier is a stable number rather than a formatted address, so it survives everything that changes about a property except its existence.
  • Publicly resolvable - OS Open UPRN is available under the Open Government Licence. Anyone can join against it without a contract, which is the property that makes it usable as a shared key.
  • Government-issued - It comes from the addressing and mapping authority rather than from an industry body, so no commercial party controls who may reference it.
  • The de facto key of a market with no standard - Britain has no multiple listing service, no shared listing schema and no certification programme. The State of UK Real Estate APIs found the market keys on UPRN anyway — the property-data layer, the conveyancing search vendors and the registries all resolve against it.

Read alongside the RESO UPI, which solves the same problem for the United States. The comparison is the useful part, and it is not a comparison of technical design. Both are competent identifier schemes. UPRN works as a shared key because the register behind it is open and anyone may resolve one; UPI is standardised and certified against listing data that requires an MLS licence to reach.

That contrast is the compact form of what the whole UK report found. The unmandated, unstandardised British market out-publishes the mandated American one — because Britain left the schema alone and left distribution open, while the United States standardised the schema and left distribution licensed. An identifier is infrastructure only if the thing it points at can be reached.
